In the summer of 1863 the US government decided to build a prisoner of war camp on Rock Island. On 3 December the first shipment of 488 Confederate POWs arrived at the Rock Island Prison Barracks. These Confederate soldiers had been captured at the battle of Lookout Mountain in Chattanooga 8 days prior.
